There are lots of web site components out there, whole web sites free? Please forgive me if this seems rude, you get what you pay for.

Whole web sites in PHP? Yes there are plenty of these.
ASP? I hope not

Why don’t you put your best effort forward, start the build, then when you have specific code problems post them and one of the many very helpful people will do their best to assist you.

'A decline in remuneration would be the effect if complexity was taken out of building a good web site. In my opinion the availability of whole site scripts goes down this path'
