Error 40. Do anyone known it? Please help!

Hi, ALL!
I can't to connect with server:
(provider: Named Pipes Provider, error: 40 - Could not open a connection to SQL Server),(I've allow all types of connections)
but error's source is:
Line 122:
return ((string)(this.GetPropertyValue("Culture")));
How to solve the problem?
