Default Server Manager not in Vista Home Premium

I want to follow the instructrions in "Professional IIS 7 and ASP.NET Integrated Programming in chapter one page 14 where it says to launch the Server Manager. Vista Home Premium doesn't have Server Manager for IIS 7 so is there an alternative process that I can take?

right click on my computer and select manage

Default using Server Manager in Vista Home Premium.
