Default creating com control

I am trying to program a web page in c# using visual studio.net to check if a component resides on client machine?
If it doen't I want to display a control to load that component.
If it does, display my login control.
I have read over and over in the proffesional c# 3rd edition on creating, adding connection points ...etc
The honest truth is i need serios assistance, so if any kind soul is out there pls letme know what to do or try.

Regards.
