Default e-mail Attachments

About 12 years, ago, I created an ASP program which can send e-mails and attachments. To add an attachment, the user would need to copy her pdf file to my web server and then attach it to her e-mail (in the asp program, the "input" tag would do the attaching).

This system worked with IE for the most part but does not work with Chrome or Safari. I need a new updated solution. In the asp e-mail system that I wrote, I would like to replace the "input" tag with something else. I would like to offer functionality where the user can attach an e-mail as if she were in gmail, or similar client: simply click an "attach" button or icon, browse to the file on her desktop and automatically upload the file to my web server and attach it to the e-mail in one step.

How can I do this?
