Default images and database

I am looking for a way of checking into the database if the small image field is empty, and the lg image field has a path to the picture , then get the large image from the root folder, create a tumbnail img into the root folder where it came from, then update the small img field into the database.

I know is a lot to ask, and there will be some sort of looping which will take a while but i need your expert opinion.

Is it possible?
