Default ASP and Certificates

Hi,
I have been asked to add certificates to my site.
The idea is to request a certificate, compare it's value
to that stored in a database and then allow users in. This
is to avoid the normal login process.

I am not sure if it is a) possible b) easy
The certificates will be generated by us, allegedly.

I have found what little literature there is quite obscure and am confused about ssl in this. is it possible to just ask for a certificate, read it and discard it.

I would be grateful to know that someone had been down this road before
