CDO external email error in ASP

My ASP code works fine for sending email internally, but when I include an external address I get an error;
'0x8004020FL The server rejected one or more recipient addresses.'
Is there some setting that must be made on the web server to allow outside relaying of emails? If so, what is the feature and what does it need to be set at?
