Default Null Fields - Urgent

Help please.
I am using ver 8.5 on an Oracle server.
I have linked 2 tables with an equal join. I have records in the left table with no data in the right for a specific date but records for other dates. I need to show all records in the right field to enable me to put a formula against them. At the moment the records are not showing because they appear on other dates even using a left outer link.
If you can imagine it is an employee table (right table) with an attendance table (left table). Where the employee is away there is no record in the left table for that day. I need to put a default of 7.6 hrs for the absent employee to enable an overall account for all employees for every day.
Please advise if you can help at all. It would be very much appreciated.
