Default Getting Dreamweaver to understand Czech

I am presently translating an English clients Website to Czech. I am copying and pasting the Czech language into Dreamweaver from MS Excel.

The problem I have encountered is that on pasting the text Dreamweaver substitutes some of the text for question marks, as it does not understand them. However, if I was to paste the same text into any other software, such as Notepad, the Character set is not lost. I was therefore wondering whether there was some kind of setting in Dreamweaver to stop it doing this?

Any ideas? I am using Dreamweaver Ultra Dev 4

They are as question mark because Dreamweaver can't determine them,use Unicode charset for solving such problems
I mean change the below tag
<meta http-equiv="Content-Type" content="text/html; charset=utf-8">
