Default Dynamic Table calls 2 empty rows

Hello,
I've created a dynamic table pulling data from ACCESS.

My first ROW in Access has data that I want to display. However, this data shows as the 3rd row once called into the Dynamic table via Dreamweaver. Why? and How can I eliminate these two empty rows?

I can provide a screenshot of the output, if you'd like.

Here's a chunk of the code:
 ************************************************** *********

 <% While ((Repeat1__numRows <> 0) AND (NOT rsDirectory.EOF)) %>
  <tr valign="top">
    <td valign="top" align="left" class="docs"><P class="activedoc"><a href="mailto:<%=(rsDirectory.Fields.Item("Email"). Value)%>"><%=(rsDirectory.Fields.Item("First_Name" ).Value)%>&nbsp;<%=(rsDirectory.Fields.Item("Last_ Name").Value)%></A><BR>
    <%=(rsDirectory.Fields.Item("Titre").Value)%></P></td>

    <td valign="top" align="left" class="docs"><P class="activedoc"><%=(rsDirectory.Fields.Item("Dep t").Value)%></P></td>
    <td valign="top" align="center" class="docs"><P class="activedoc"><%=(rsDirectory.Fields.Item("Ext ").Value)%></P></td>

  ************************************************** ****
and so on...

Your prompt resonse is greatly appreciated.

Default

Most likely, the database contains two empty rows?

All the repeating table does is repeat a row for each record in the database, so I would look there first...
