SCROLLBAR help! Please!

Hello! I am using Dreamweaver and am working with a table of two cells. I am trying to get only one cell to have a horizontal scrollbar. Is there any way I can do this? And is there a way to lock cells in a dictated size? The text I input always ignores the set size I gave to the cell and ads more space to the cell. Thank you.
