Default Fixed tables and/or fixed bkgrnd in tables

2 questions:

1. Is it possible to keep the navigation bar fixed/watermarked to keep at top of page while scrolling? If so, how?
2. Is it possible to fix a table (watermark it) or am I going in the wrong directions here?

I have my main contents or table at width 760 and have fixed the outer background just fine. However, I want to fix the middle/table background and navbar.
