Default Layers in dreamweaver MX

Hi there, I have this problem with my design. I use layers to design but this time i use show pop up menu on one layer and on the other layer i inserted a flash object.

The prblem i have is that the show pop up menu display under the layer with the flash object. but i have re-arrange the show pop up menu layer to the front and is still not working.

Please what can i do to solve this problem.

Have you ordered the z-number of the layer properly? The z-number is the order in which the layers stack and is shown in the layers pallette.
