Default Gray Outline of Table's Cells

I saw some websites that they could make the cells of a table to have gray outline. How would I go about doing that? It looks so simple but I can't figure it out. Please help. Here is a sample of a site that I am talking about(pay attention to the left navigation bar's cell). http://www.sdcera.org/retired_payment.htm

well you can do that with spacer image and then give a background color to the td or css
