Default help edit drop down list on the fly

hi everybody, id like to know if there is a way so that i can modify the drop down list in a column on the fly.

my situation is to make a questionare and for each question have a rating from 1 to the number of questions, where each rating can only be used once.

so for 15 questions, the user would have to rate each question with a rating from 1 to 15, with no chance of repeating ratings

thank you all in advance
