When I close an excel file, the project is still present in the Vba

When I open the property box for this orphan project, and click on the workbook, the property box is completely blank - so part of vba knows that the workbook is not there but Project Explorer does not and closing/opening Project Explorer does not help

By repeating the process, I can get multiple instances of a project in vba. I have to close excel to get rid of the phantom project.

How do I fix excel so that projects close properly
