I've used the following macro http://support.microsoft.com/kb/q138621/ within a conversion macro to check whether the final conversion spreadsheet is open or not by another user, so that it can be updated.

Is there a way of taking this one step further, and closing the open file that the other user has open, so that I can open it and update it?

I would be really surprised if you were able to do that. It seems that Windows would (appropriately) make it pretty tough to close a file out from under someone else.
