Default Excel and WebService

I am trying to connect Excel with web services. I have made it using VSTO 2008, but in order to deploy that customised Excel application I have to sign it with Certificate which I should get from one of Certification Authorities and that is not an option. I have read about "Microsoft Office 2003 Web Services Toolkit " but I could not find any topics about deployment of excel files whose macros use this toolkit. What are client prerequisites? Do clients have to install "Microsoft Office 2003 Web Services Toolkit" and then just to copy excel file?
