Default Should the Reader Surveys forum be locked?

People are posting their problems in the 'Reader Surveys' forum.

Should this forum be locked? Isn't it for you administrators and such to make surveys for the members of the site?

Maybe I'm just misunderstanding...

I don't think there's a reason to lock the Reader Surveys forum. The way I see it is if that forum is locked, then nobody can post to that forum. I think that would be a big inconvenience for those who are posting responses to any of the survey questions.
I just wish there was a way to automatically move posts that aren't related to the goals of the Reader Surveys forum.
