Does the Mail Server have the "hiccups"?

What is happening?

I posted a thread on 8/3/09 at 1 or 2:15 AM. A response to said thread was made at 6:15AM on 8/3/09. I did not receive the response. The response was from JAA149 on the Oracle Application Express Book, which I started.
