Creatin a drop & Drag Application in Vb.NET

Hello,
I need some help. I have to crate a drop and drag application in VB.NET using windows forms. I am able to drag the controls in with inthe form. But i am not able to make a Drop application.
I have the following reqriuement.
I need to create a own tool bar and from that tool bar i can drop any control in the applicaiton form and after that i can adjust the position of control .
