How would you respond if asked in an interview about .NET User Controls and what are they?

As this seems to be a very popular question.

What do YOU think they are? If you have to ask, and you want to get the job, I'd suggest you first learn about them. There isn't much sense in us given you a canned answer of experience and then have them hire you only to find out you really didn't know what you were talking about. Is there?
