Default How to UnBlock Port number in WinXP?

hi all

i m developing a windows based .NET application in VB.NET 2003
this application acts like a socket server and client devices connect to this machine using a Port number.

But, whnever i start my Server application, a Windows msgbox appears asking me to Block or UnBlock tht Port.

I want to do this programatically. plz help
