I want to run a vb.net exe file on a friends computer that has XP but does not have visual studio.
Do I need to make a release version? I get JIT debugger error.

You do not need to make a release version, although it does perform a bit better. Debug versions are compiled with optimizations for the debugger not for performance. You DO need the .NET framework but not Visual Studio.
