Default How to keep url end w/ index.htm when page change

Some websites have their default page like www.somewebsite.com/index.html even when I am clicking and showing a different page. That is the only url I see on the address bar for the entire web site. How do you do this and for what purpose?

One common method is to make use of framesets.

one major drawback of this method is search engine optimization won't happen properly.

Use of framesets is discouraged, due to a number of reasons, but they still work in most situations.

As to the other part of your question:
The reason someone might want to do this is to have a menu or banner display on every one of their pages without coding it into each page.
