Default Formatted/HTML text

I want to to give my users a facility to add pictures on the website.And option to insert formatted html text in a text box,
rather than simple plain text, as we have in yahoo and in wrox as well, by setting HTML on or off.
What i need to do for that?

These are two separate issues. I will take the first one, and let someone else handle the second.

First, you must define where you want the users to save their images. If your user base is small and will not be adding a lot of pictures, you can have the images placed into a folder in your web directory. If you have a lot of users or your small user base sends a lot of photos I would suggest using a database to store the images.

Decide and reply back what your decision is, then I will help you onto the next step

Actually i just want to know how to carry out the procedure of uploading a picture But I would appreciate if u tell me(or just provide any link) how can i save in database,as well.
