One, I think you need to be a little more specific. I'm not sure what you mean by "language translator dropdown list". I'd ask if you can go into more detail except that you've already identified that HTML won't help you do this. It will get your dropdown onto the page, but what you need is scripting language assistance.
Post this in a scripting forum, if it's a lite client-side script I'd post in Javascript. If its heavy duty server-side programming, I'd post in one of the ASP.NET forums.
