You must have read some very old news. Since many years now people try to avoid tables and use CSS for layout. :)

But to your question. What is it you want to do? Navigation - that's a bunch of links. Why do you use frames now? Do you like the scrolling or do you use it so you don't have to repeat bits of markup in every page?
