Default Packet crafting

Hi.

I just want help recognizing whether the following could be done and if yes then i would appreciate the assistance.

i want to open two instances of the same program, this program sends packets over the internet for some of its features, i want to harvest the packets sent by the two instances before leaving (programs have sent the packets at the same time) and bind/merge them (automatically) into one packet before being sent through.

Is that possible?

and if so then how can it be done?
