javascript settings

i've following problem:
i created a webpage, where i animated the links on the left side. Now a friend told me that my page isn't working on his computer. He just got a blank page.
I found out, that it was because of his javascript-scripting settings in MSIE, where he disabled it, because of security reasons.

So my question now is if theres any possibility to check if this setting is enabled or disabled, so that I can make a static version of my website for these people..
