Default IE 6.028 Frame with Pop-Up Issue

Hello, I have quite the strange issue and I am not sure if this is browser specific. I have a client that has a website (starfurniture.com) running in frames. One link (room planner) goes to an outside website with a javascript button that launches a pop-up.

In IE 6.0.28, clicking on the link causes nothing to happen. But in IE 6.0.29 it launches fine. I also have no problems launching it from Netscape 4-7.1, Mac Safari, Mac IE 5, Firefox, Mozilla or Opera.

Security settings in 6.0.28 and 6.0.29 are set identical.

Ideas?
