There is a wealth of resources on the other side of the Google door, its a little difficult to answer your question with such little information. Do you know any programming? If not you want a WYSIWYG tool like frontPage, Dreamweaver or the like (ask Google what WYSIWYG is)

BTW: You probably dont want to code the site in Javascript - try the general web section of the forum.

I think better you learn html to do a simple site, for that there are lot of e-books, you can develop html site using frontPage, Dreamweaver.
