use the onLoad attribute of the body tag.

example:

Javascript:
function popup() {
 window.open("http://aeonofdarkness.com","Aeon of Darkness");
}

HTML:
<body onLoad="popup();">

u'll prolly want some features to your popup window, here's a website that tells all about window.open():
http://www.devguru.com/Technologies/.../win_open.html

HTML:
<body onLoad="window.focus();">

well the only way to do that is to use an alert msg or prompt msg. those will have that effect on it, but when the user goes to the page he'll have to deal with those msgs
