Installation's sample Problem of chapiter 28

Hi everyboy,
Today I try to install the Cart shopping webapplication of chapiter 28 (book Beginning JSP), I made all changes in order to execute the installation correctly ,
but I got the following error:
<deploy> Type doesn't support the "localwar" attribute.
someone knows how to solve this problem?
