Default Web technology?

Hi Guys,
Not sure if this is the right forum for this question, but hopefully someone can help.
Im developing an open source web-based reporting system(allow end users create custom reports from RDBMS).
Initially it must be deployed on Apache server using MySQL on Linux or Windows.
But eventually it should be deployable within any web based enviroment, using any web server and any RDBMS.
Opinions on programming language best suited to achieving this would be greatly appreciated.

perl may be a good option, have a look at:

for how to install it on IIS.
