Tamper Data

I am using .net 1.1 and mozilla as browser:

In my page user has the dropdown option to select particular option. When i click on submit button and uses the tamper data sofwtare.It will exposes the dropdown with selected value.Now i can change it to some another values.I can change it to that values which is not present in dropdown

How can i avoid this
