no debugger found

Im trying to install .NET Framework 1.1 Setup (as part of Visual Studio .net prerequisites). Near the end of installation i get a popup saying: RegSvcs - No debugger found. It continues to say:
Registered JIT debugger is not available. An attempt to launch a JIT debugger with the following command resulted in an error code of 0x2 (2). Please check computer settings.
cordbg.exe !a 0x470

Any suggestions please?? coz its driving me crazy that i cant fix this!!
