I don't understand your question.. Maybe you have to ask your architect? Where is the problem in doing that in that way??

Well, from a maintainability standpoint, whenever you would make a change to a desktop application (Versioning) you would have to ensure that every single computer in your agency got the update. This can become a nightmare.

A web application, on the other hand, only needs to be updated once so as soon as the webserver has te most recent copy of the application everyone that has access to the application will have the most current version.

On the other hands, there is a lot of helpful tools to make a new version of your application expand along several clients.. The answer still depends on your clients needs, structure, budget and the type of look he needs (very rich could be a nightmare in web). There is no problem in doing a web site for that kind of application, but if your client has only 3 PC to use it, maybe it's better a desktop solution...

Agreed. If you are talking a small install base, a desktop application could make more sense. Also, you would be passing extremely sensitive data over the wire with a Payroll application, of course I assume this is internal facing only, but still.

As Gonzalo pointed out, you should really look at a FRL and help it dictate with what platform you should go with.
