Default Control resize and positioning at run time. VB.Net

Can any one help me, regarding resizing and positioning a control at run time in VB.Net.

I want to do it graphically.
when the user clicks on the control, it should switch to this mode in which the user should be able to drag the control as well re size it.

I want working code/article....
I tried Google, but i see many with bugs..

I think you can do that by using Div and Javascript.

Looks like he is using winforms, not asp pages... Your solution will be good for internet, but not for desktop...

Did you find anything Technik??
