Web service and SSL

I have a web service that works on the development server (inhouse web server) fine, but when I placed it on the production server (SSL) it fails with a 403 error closer inspection shows there is a 403.3 (write permission) error. Has anyone else had this problem and know a way around it or a fix for the issue?
