Default Web Service Server Requirements

Hi could any body let me know what is the Server requirements to deploy a webservice which can handle thousands of clients over the world and Please let me know what are the stratagies i need to follow for load and stress testing.

And how to save about the client information about howmany times the client accessed the webservice.
