auto detect encoding...

currently i am trying to make my aspx pages auto detect the encoding and display multi language. for asp, i know by changing the META and it works but not in asp.NET.

<META http-equiv=Content-Language content=th>
<META http-equiv=Content-Type content="text/html; charset=windows-874">

anyone of you, have any idea to to make it work with ASP.NET??
please please please help me here....
