Default .Net on non-Ms .... How ?

i want "ur" thoughts on the matter: how can one create CLR for other platforms while we all know that .NET services depend heavily on Windows and its services.... AND I REMEMBER an interview of microsoft software engineer saying:

"JAVA IS ON ALL PLATFORMS, COZ IT HAS THE LEAST_COMMON_FACTOR OF ALL PLATFORMS, AND DUE TO THE SAME REASON, JAVA HAS VERY FEW FUNCTIONS THAN .NET... WE DONT HAVE TO THINK WHEN ADDING A NEW FEATURE IN .NET THAT IT WILL BE AVAILABLE ON OTHER PLATFORMS OR NOT...."

after reading it, i came to knew that .NET has only one thing to support "WIndows"... but as some ppl told me that other parties are trying to create .Net CLR for other paltforms then IS IT COMPLETE IMPLEMENTATION ? CAN THERE BE COMPLETE IMPLEMENTATION ?

Take a look at the mono project, which is an open source implementation of the .net framework.
