Default oracle management server configure problem

how configure oracle management server 9i ?
it give following error

reason sid given in correct descriptor could not be found
oracle error 12505
error cod 12505

database is running, but it is not connect with oracle management
server. I am using correct hot name and sid.

OMS can be configured by running emca.bat from the command line or selecting the Enterprise Manager Configuration Assistant and then just follow the configuration asisstant.
