Default UTF16 in ASP.NET

I want to know that whether UTF8 in oracle 9i supports the language Arabic. Can i use UTF 8 unicode for Multi language support.Which one is better wheather UTF 8 or UTF 16. My front end is Asp.net. By default ASP.NET supports UTF 8 encoding.
