Default move database to another server

I have an ora 8.1.7 database on a windows server and need to move it onto another server. Can I shutdown the database, make a cold backup of the oradata directory, copy the entire contents onto the new server and restart it....also knowing to change the init file with the new server name and new instance name? Or are there any other suggestions?

take cold backup from the following :
contorl files
log file
data file
init.ora
password file
then install the oracle in the new server and shutdown the database by
shutdown normal or immadiate
then copy your backup in specified paths.
