Timer:JavaScript or VB.NET

Hello everyone...
I wanted to make Timer in my application(ASP.NET and VB.NET) . I couldn't do it in .NET but did it in JavaScript. I am not getting why I couldn't make a timer in .NET language. Cannot I write any code in .NET which will run at client side. Please tell me the right and accurate reason...Thank you
