Sites flattering ./ shaking

I am using internet explorer 7 windows Vista.
When we open any web site, begining web site start flattering
when we click any link on this site after that
it stop flattering, and it work fine.
same like when we open any other site again it
start flattering / shaking why ?

what is the problem ?
what explorer setting will change / set ?
