Default Getting practical with perl

In perl could i shutdown or restart or delete a file from running a perl script?

    what do you mean restart a file?

Like do you know when you do batch scripting and you can
type this following command and it will shutdown the comp:
shutdown -s -t 1000 -c "put your comment"
is there any way i can interpret in perl?
